Bud Selig says that he believes fining members of team management who were implicated in helping or knowing about steroid use in the Mitchell Report is not the best way to handle the situation . Selig is not interested in fining the active players mentioned in the report. He feels that those implicated should donate money to charity and perform community service.

How much good could a fine -really- do? These players make so much money that I can't imagine it's more than a slap on the wrist. At least this way someone benefits from their punishment...
