According to Beyond The Box Score's fangraphs, the highest fastball velocity in the majors belongs to Felix Hernandez. Hernandez averages 95 MPH, which barely edges out Josh Beckett, Tim Lincecum and Ervin Santana. The common theme at the top of this list - besides the high velocity - is that most of the pitchers are really good. Which lends further support to the theory that a successful pitcher needs to either throw really hard (which results in a lot of strikeouts) or have a devistating sinker.
