THT did an analysis which looks at the effects of what a second inning of work has on relievers. Their findings are what most would expect. If the first inning is an easy 3-15 pitches, then there's little effect on that reliever's stuff in the second inning. If the first inning is a long one though, there is a definite effect on the pitcher.
