Even though Carlos Pena returned to the Rays, their team isn't complete. And it probably will never be because for the Rays to be complete, the oft-injured Rocco Baldelli would have to be on the team. But seeing that Baldelli is 5-24 with the Vero Beach Devil Rays, it appears that he has a long time ahead in the minor leagues.
